Domaine Saint-Dominique Goes Public: What This Means for Residents

CIUSSS de la Capitale-Nationale is soon to take an unprecedented step by becoming the owner of CHSLD Domaine Saint-Dominique, a private long-term care facility.

This marks the first time in Quebec that a public network institution has acquired a private CHSLD, and this historic transaction is scheduled for next October. This decision aims to ensure a smooth transition and improve the quality of services offered to residents.

If Domaine Saint-Dominique sounds familiar, it might be because it has been in the spotlight since autumn 2022. The CHSLD had been placed under trusteeship after serious issues regarding the quality of care came to light. The Ministry of Health and Social Services deemed intervention necessary for the well-being of residents. As if that weren’t enough, in spring 2023, drastic tariff increases sparked outrage, even prompting the government to impose a moratorium.

The CIUSSS brings good news for residents: significantly reduced rents. While they were paying between $6,000 and $8,000 for their care in the private sector, they will now transition to a maximum public rate of $2,100. This change is scheduled for October, marking a true relief for the families involved.

This acquisition is not only welcomed by residents and their families but is also praised by patient rights advocates. According to the president of the Council for Patient Protection, this sale represents a major step forward in protecting users against abusive tariff increases.

From the users’ perspective, the facility’s committee and the Provincial Association of Health System Users’ Committees are optimistic. They see this acquisition as a strong commitment from the authorities towards the well-being of residents.
